Appellant challenges the commission’s 1983 and 1986 orders for permanent partial disability compensation. Appellant asserts that the awards, as well as the evidence supporting them, violate former R.C. 4123.57, State, ex rel. Noll, v. Indus. Comm. (1991), 57 Ohio St.3d 203, 567 N.E.2d 245, a 1989 memorandum of the commission to its hearing officers, and the 1988 Medical Examination Manual. Finding appellant’s claims persuasive in part, we reverse the court of appeals’ judgment in part and affirm it in part.
