I. Statement of the Case
This opinion is the third in a series of opinions which have issued in this case stemming from the plaintiffs’ now seven-month old challenge to the award of a government contract premised on IFB DLA-100-85-B-1327 for the manufacture of women’s overcoats ordered by the U.S. *881Navy.1 This latest opinion addresses the government’s December 31,1986 converted motion for summary judgment seeking to dismiss the plaintiffs’ complaint on the ground that plaintiffs have been legally debarred2 by the Defense Logistics Agency (DLA) of the Department…
