We granted certiorari to review the decision of the court of appeals in deKoevend v. Board of Education of West End School District, 653 P.2d 743 (Colo.App.1982), which affirmed an order of the West End School District Board of Education (board) dismissing the petitioner, John F. deKoevend, from his tenured teaching position.
