This is a dispute over the cost of improvements made to two lots in a residential subdivision. Carl Curtis, the developer, filed an action against Martin and Theresa Becker, claiming that he was compelled by the Plan*380ning and Zoning Committee of the City of Twin Falls (the City) to complete specific improvements to the subdivision, which included two lots owned by the Beckers.
