Plaintiff-appellant Timothy Smeraldo (“Smeraldo”), appeals from the District Court’s grant of summary judgment for defendants-appellees, City of Jamestown and four of its police officers (jointly “defendants”), in an action alleging violations of Smeraldo’s rights under the First and Fourteenth Amendments and for breach of contract and tortious interference with governmental processes.
