Appellant Bobby Joe Oliver appeals a decision of the Workers’ Compensation Commission that denied him additional benefits. On May 23, 1989, appellant suffered a compensable back injury. After two previous hearings, appellant’s healing period was determined to have ended on May 20, 1991, and he was awarded an 18 percent permanent partial impairment rating and an additional 30 percent wage-loss disability.
