Plaintiffs bring this consolidated action pursuant to 19 U.S.C. § 1516a(2)(B)(iii) (1988) to contest the final determination by the International Trade Administration, Department of Commerce (ITA or Commerce) in the 1987-1988, 1988-1989 administrative reviews of the antidumping duty order issued in Certain Welded Carbon Steel Standard Pipes and Tubes From India, 51 Fed.
