This proceeding, brought here on a Writ of Certiorari to the Court of Appeals, Division I, originated in the District Court of Rogers County. The petition was there filed by Tulsa Rock Company, an Oklahoma Corporation, against the Board of County Commissioners of Rogers County, the City of Claremore, Rogers County Metropolitan Area Planning Commission, and M. E. Williams.
