This action is brought by the plaintiff as a taxpayer of the city of Los Angeles to enjoin the carrying out of a certain contract entered into by the city of Los Angeles with the Southern California Edison Company and with the Pacific Light & Power Corporation for the distribution of the electric energy developed by the power plants owned by the city. The city of Los Angeles has developed hydro-electric power in bringing water from the Owens River to the city of Los Angeles.
