MEMORANDUM OPINION AND ORDER

KANE, District Judge.

In this case Roberts Construction Company, Inc. and Alvarado Construction, Inc. allege the United States Small Business Administration and its Administrator have committed various violations of the Small Business Act of 1953, as amended, 15 U.S.C. §§ 631 et seq., the Small Business Investment Act of 1958, as amended, 15 U.S.C. §§ 661 et seq. and regulations of the Administration codified at 13 C.F.R. 124.1-1(f).
