OPINION and ORDER

CRABB, Chief Judge.

This is a civil action for damages and declaratory relief. Plaintiff Linda Knapp is an African-American woman who receives financial assistance with her rent through a program known as Section 8, which is regulated and funded by the federal government and administered locally through the Dane County (Wisconsin) Housing Authority. Defendant Douglas D. Smiljanic is the resident agent of defendant Eagle Property Management and the owner of defendant Sun Valley Apartments, a large complex of rental units located in Fitchburg, Wisconsin.
