OPINION
CAHN, District Judge.
In this action pursuant to the Education for the Handicapped Act (“EHA” or “Act”), 20 U.S.C.A. § 1400 et seq., the parents of Owen Johnson, a hearing-impaired student in the Lancaster-Lebanon Intermediate Unit 13 public school (“IU-13” or “IU”), appeal the decision of the Secretary of Education, Donald Carroll, rejecting their challenge to Owen Johnson’s Individualized Educational Program (“IEP”).
