A. INTRODUCTION
The instant proceeding (“the Proceeding”) is the latest in the series of proceedings by debtors that have come before us alleging, primarily, violations of the Home Ownership Equity Protection Action (“HOEPA”) amendments to the federal Truth in Lending Act, 15 U.S.C. §§ 1601, et seq. (“the TILA”) in oppressive loan transactions. See In re Murray, 239 B.R. 728 (Bankr.E.D.Pa.1999); and In re Williams, 232 B.R. 629 (Bankr.E.D.Pa.), aff'd as corrected, 237 B.R. 590 (E.D.Pa.1999). Cf.
