SHWARTZ, Circuit Judge.
Anthony Lang, Sr. and Ahkeem Brown sued the Pennsylvania Higher Education Assistance Agency (“PHEAA”) and several of its employees, alleging that they failed to pay them for time worked. The District Court dismissed the action pursuant to Fed.R.Civ.P. 12(b)(6), holding that PHEAA and one of the individual defendants in his official capacity were immune from suit under the Eleventh Amendment, and that all individual defendants were entitled to qualified immunity.
