We deal with the imposition of discipline against appellant, Dr. Willie Lee Brown, by the State Department of Health (Department) and by the Board of Medical Quality Assurance, Division of Medical Quality (Board). Appellant comes to us after the superior court declined to issue writs of administrative mandate against either of the two agencies.
