HASTINGS, Chief Judge.

This case is before us on petition of National Macaroni Manufacturers Association (Association), its officers and member manufacturers of macaroni 1 and spaghetti products (petitioners), to review an order of Federal Trade Commission (Commission), respondent.

The order under review requires petitioners, in or in connection with the manufacture, sale or distribution, in commerce, of macaroni and related products, to cease and desist from entering into or carrying out any planned common course of action, understanding or agreement between any two or more of said petitioners…
