ORDER
DOTY, District Judge.
This matter is before the court on (1) the parties’ cross-motions to supplement the record and (2) plaintiffs motion for preliminary injunction. Based on a review of the file, record, and proceedings herein, the court (1) grants the parties’ cross-motions to supplement the record and (2) grants plaintiffs motion for preliminary injunction.
BACKGROUND
