This is a proceeding in certiorari or review, instituted under the provisions of section 47 of the Public Utilities Act as amended in 1913 (Stats. 1913, p. 684), and of section 67 of said act.

Section 47 originally gave the railroad commission power to ascertain the value of the property of public utilities and to make revaluations thereof from time to time, but for purposes of regulation only.
