The United States (“appellant”) appeals from an order entered March 3,1989 in the United States District Court for the District of Massachusetts, A. David Mazzone, District Judge, responding to objections by appellant to a plan submitted by the Commonwealth of Massachusetts (“appellee” or “Commonwealth”) to improve conditions at Worcester State Hospital, held that the plan complied with the terms of a consent decree entered into between the parties and approved by the court on August 25, 1987.
