I. BACKGROUND

Plaintiff William M. Pavlov instituted this action in state court against Paul Parsons and Stan Wisniewski, in their individual capacities, for slander, assault, and violation of plaintiff’s constitutional rights under the first and fifth amendments. Defendants removed to the district court pursuant to 28 U.S.C. §§ 1441 and 1442.
