MEMORANDUM OPINION AND ORDER

COAR, Judge.

Before the court are the parties’ cross-motions for summary judgment [Docket 28 ■& 27]. These summary judgment motions both focus on the interpretation of the venue provision of the Fair Debt Collection Practices Act (“FDCPA”), 15 U.S.C. § 1692L Specifically, the parties ask this court to address where a collection action properly lies in light of language in the FDCPA which requires a debt collector to file legal actions only in the “district or similar legal entity” where either the debtor lives or where the contract at issue was signed.
