LARSON, Justice.

Plaintiffs, a group of sheepmen, owners of grazing lands in Box Elder county, Utah, instituted this action in the district court of Box Elder county against the defendants, Portage Irrigation, Reservoir & Power Company, a corporation, hereinafter called the Company, the Town of Portage, a municipal corporation in Box Elder county, hereinafter referred to as the Town, and the Works Progress Administration, to establish the right of plaintiffs to the use of part of the waters of certain springs in Portage Canyon for culinary and stock watering purposes and to enjoin defendants…
