MEMORANDUM OPINION

Before VAN OOSTERHOUT, Circuit Judge, and STEPHENSON and HANSON, District Judges. STEPHENSON, District Judge.

This action was instituted by International Packers Limited (International) and John Thallon & Co., Inc. 1 seeking declaratory judgment that Chapter 7, Laws of the Sixtieth General Assembly of the State of Iowa, Extraordinary Session, 2 violates the Constitution of the United States.
