Plaintiff-Appellant Jacob Barrett, a state inmate proceeding pro se, appeals the district court’s dismissal of his 42 U.S.C. § 1983 action as well as the court’s denial of his motion to amend his complaint. Mr. Barrett sued David Orman, the mailroom administrator at the Oklahoma State Penitentiary (“OSP”), Marty Sirmons, 1 the warden of OSP, Debbie L.
