On September 22, 1995, appellant Jefferson County Child Support Enforcement Unit (“JCC-SEU”) filed a motion in the Jefferson Chancery Court that, in essence, sought to register a 1982 Michigan child-support order for enforcement in Arkansas under the Uniform Interstate Family Support Act (“UIFSA”). The motion stated that, under the Michigan decree, appellee Vollie Hollands, II, owed to his former wife Constance Hollands an accumulated child-support arrearage of $39,642.50.
