Kenneth and Tammy Langdon were houseparents at Hillcrest Children’s Center (“Hillcrest”), a residential facility operated by the General Council of the Assemblies of God. Mr. Langdon disciplined a thirteen-year-old female resident by paddling her. She sustained a bruise on her hip. A complaint by her mother precipitated an investigation by Doug Shuffield and Delores Robinson, employees of the Department of Human Services (“DHS”).
