NORRIS, Circuit Judge:

These appeals involve the naturalization petitions of 15 Filipino nationals who served honorably in the United States armed forces during World War II. All 15 veterans claim they are entitled to American citizenship under §§ 701-705 of the Nationality Act of 1940, Pub.L. No. 76-853, 54 Stat. 1137, as amended by the Second War Powers Act § 1001, Pub.L. No. 77-507 § 1001, 56 Stat. 182 (“1940 Act”).
