Appellants, City of Sacramento, a municipal corporation, the civil service board of said city, the members and secretary thereof, and A. 0. Hoover, controller of said city, appeal from a judgment of the Superior Court of the State of California, in and for the County of Sacramento, granting the above-named petitioner and respondent a peremptory writ of mandate.
