On December 11, 2014, Oscar Edgardo Velasquez, an El Salvadorian citizen (“Os*799car” or “Petitioner”), filed suit in this Court against his now-estranged wife Maria Teresa Funes de Velasquez, also an El Salvadorian citizen (“Maria” or “Respondent”), under the International Child Abduction Remedies Act, 22 U.S.C. § 9001 et seq.
