Plaintiffs-appellees, journalist Scott Armstrong, the National Security Archive, and several other individuals and organizations, brought suit to prohibit defendants-appellants President George Bush, Archivist of the United States Don Wilson, and the National Security Council (“NSC”) from erasing any material stored on the NSC computer system during the last two weeks of the Reagan Administration.
