RANDOLPH, Circuit Judge:

Americans taken hostage in Iran in 1979 and held for 444 days brought a class action on behalf of themselves, and their spouses and children, against the Islamic Republic of Iran and its Ministry of Foreign Affairs. The district court, Sullivan, J., issued a comprehensive opinion and ordered the action dismissed for failure to state a claim. Roeder v. Islamic Republic of Iran, 195 F.Supp.2d 140 (D.D.C.2002).
