■By an act of the Legislature, approved February 24, 1868, entitled “ An act providing for the organization o f *599a Police Force for the city of Louisville and county of Jeffei’son,” it was enacted that “ there shall be, and is hereby, established within and for the city of Louisville and Jcffirson county a Board of Police, to be called The Police Commissioners of the city of Louisville and Jefferson county, to consist of three commissioners as herein provided.”
