Petitioner asserts that he is entitled to additional workers’ compensation benefits under the District of Columbia Workers’ Compensation Act, D.C.Code §§ 36-301 to -345 (1981 & 1987 Supp.). In a proceeding before a hearing examiner, petitioner, a bus driver, maintained that he injured his back in a work-related fall on January 16, 1984. His employer voluntarily paid him temporary total disability benefits through October 4, 1984.
