By order dated October 29, 1985, the Department of Employment Services (“DOES”) denied petitioner’s claim for compensation under the District of Columbia Workers’ Compensation Act. D.C.Code §§ 36-301 to -345 (1981 & 1987 Supp.) (the “Act”). DOES determined that petitioner failed to establish by credible evidence that a “specific traumatic injury” at B & B Caterers (“B & B”) resulted in her severe cervical spine disability.
