*248 This case is before us on appeal from an order of the Circuit Court for Baltimore City granting summary judgment in favor of the Maryland Transit Administration ("MTA"), appellee. We are asked to determine whether the MTA is entitled to apply disability retirement benefits owed to Danny Blankenship ("Claimant"), appellant, as a credit to workers' compensation benefits also owed to him.
