I. INTRODUCTION
The plaintiffs, two Army veterans and a veterans services organization (collectively, “the plaintiffs”), bring suit to redress alleged violations of 10 U.S.C. § 1552, the Fifth Amendment, and the Administrative Procedure Act (“APA”).
