Plaintiff Thomas Roberts, a former soldier in the United States Army and Vietnam' veteran who has been diagnosed by United States Department of Veterans Affairs personnel as suffering from chronic and severe post-traumatic stress disorder (“PTSD”), brings this action under the Administrative Procedure Act, 5 U.S.C. § 701, et seq.
