MEMORANDUM OPINION AND ORDER
WOLSKI, Judge.
Plaintiff Marvin Chisolm brings this action pro se, seeking correction of his military record and a retroactive promotion with associated back pay, retirement pay adjustments, and other allowances. Plaintiff contends he would have been promoted to the rank of sergeant first class but for an allegedly unjustified adverse Noncommissioned Officer Evaluation Report issued in October 1989.
