This is a suit by a government contractor for an equitable adjustment for costs arising out of changes to a contract for the construetion of an addition to a Veterans Administration (VA) hospital. Plaintiff contends that a reservation clause in the change order entitles plaintiff to additional compensation for the costs associated with the delay in the completion of the contract.
