ORDER

KELLAM, Senior District Judge.

James M. Boyce, a federal prisoner convicted in 1979 in this Court of defrauding a federally insured bank under a three-count indictment charging violation of 18 U.S.C. §§ 371, 1005, and 2113(b), applies under 28 U.S.C. § 2255 for vacation of his sentence of five years. He submits that the judgment against him violated a law of the United States, namely, Article IV(e) of the Interstate Agreement on Detainers, 18 U.S.C. app. The United States is a party to that act. Art. 11(a).
