In this appeal by plaintiff, Paul Tractenberg, and cross-appeal by defendant, Township of West Orange (“West Orange” or “Township”), we are presented with an issue of first impression, whether property appraisals performed by a private appraiser at the behest of the West Orange Council fall within the deliberative process exemption of the Open Public Records Act (OPRA), N.J.S.A 47:1A-1 to -13.
