BUCKLEY, Circuit Judge:

The Department of Justice appeals a district court ruling ordering it to disclose the “Waldheim Report” and source documents and other materials relied on in its preparation. The Report is a 204-page document prepared for the Attorney General by the Office of Special Investigations, a unit within the Justice Department’s Criminal Division, that details the wartime activities of Kurt Waldheim, the former Secretary-General of the United Nations and former President of Austria.
