Petitioner-Appellant Eugene Gall (“Gall”) appeals the denial of his petition, for habeas corpus challenging his conviction and death sentence for the rape and murder of a young girl in 1978. There is little doubt that Gall committed the acts in question. Instead, the central issue contested at trial was his mental state at the time of the killing.
