The plaintiffs, which include several individuals and environmental groups, have brought this action to challenge the federal government’s alleged failure to evaluate the environmental consequences of Vermont’s recently instituted annual moose hunts, as allegedly required by the National Environmental Policy Act, 42 U.S.C. § 4321 et seq.
