MEMORANDUM OPINION

WALTON, District Judge.

On December 1, 2003, the plaintiffs 1 filed a motion for a temporary restraining order to prohibit a six-day black bear hunt that was authorized by the State of New Jersey to take place, inter alia, on federal land located in New Jersey commencing on December 8, 2003.
