Clayton Jackson was an insurance lobbyist and was convicted of various crimes relating to the bribery of California State Senator Alan Robbins. After his conviction was affirmed on direct appeal, see United States v. Jackson, 72 F.3d 1370 (9th Cir.1995), Jackson collaterally attacked his conviction under 28 U.S.C. § 2255.
