This petition by not less than ten taxpayers of Haverhill is brought against the city, the city manager, the city council, and the school committee. Gk L. (Ter. Ed.) c. 40, § 53. The petitioners appealed from an interlocutory decree sustaining a demurrer and from a final decree dismissing the petition.
