Billie A. Harris and Brown Harris II1 filed a 42 U.S.C. § 1983 action in the district court2 alleging the Missouri Conservation Commission (Commission) deprived them of property without due process, in violation of the fourteenth amendment, and without just compensation, in violation of the fifth amendment as made applicable to the states through the fourteenth amendment.
