MOORE, Justice:

We granted petitioner a writ of certiorari to review the Court of Appeals’ decision in Anonymous v. State Bd. of Med. Examiners, 323 S.C. 260, 473 S.E.2d 870 (Ct.App.1996). We reverse.

FACTS

In 1991, the State Board of Medical Examiners (Board) instituted disciplinary proceedings against respondent alleging he had engaged in unethical and unprofessional physical conduct during prostate examinations of eight patients.
