| Appellant Cedric L. Brown lodged an appeal from a decision of the trial court that denied his pro se petition for declaratory relief asking the trial court to enforce the terms of an alleged plea agreement concerning Brown’s parole eligibility. Brown contended that his counsel, relying on assurances from the prosecutor, had promised that if he pleaded guilty, Brown would not be required to serve more than four years’ imprisonment in the Arkansas Department of Correction (ADC) before becoming eligible for parole.
